MURULE COMMUNITY HISTORY : MANDERA COUNTY, NORTHERN KENYA

MURULE HISTORY FACTS: 


The Murule community - Murule Weeytaan comes from the Jidle clan, who are brothers to Jijeele and Baadicade, who form The Gugundhaba Hawiye of the IRIR SAMAALE (Somali) 
. MURULE Jidle reside in Kenya, Somalia, Ethiopia and Areas close to Djibouti. Around 110 Years ago, Probably around1890, Part of the Jidle tribe, Part of Murule community moved to the Present day from Harar, Shinile and Mustahil regions in Ethiopian- Somalia Border southwards bypassing Communities on the way and settled with our current neighbours Marehaan in Gedo Region. 

When Murule settled in present day Kenya, about 110 Years ago from 2015 around The Land in Mandera and Wajir Counties.....Read, Mandera East Constituency, and Lafey Constituency upto Elwak and some parts of Wajir County...As Murules were new to the British East African Protectorate, They asked The British Colonists through their Leader Ugas Adan Hirsi  for land to graze their chunk of Camels and other livestock. The Colonists by that time were already administering Mandera from Moyale and BEA was already in the ground dealing with collecting customs from all communities. By That time, The Garre community was settled in Gharri District (comprising Elwak, Banissa and Takaba near Moyale) Kenya- Ethiopian Border as correlated even by this 1959 Survey of Kenya Map and Information at the Kenya National Archives - Mandera District Hand Over Reports.


The Gare - Gharri Community were very few in Administrative Centre of Mandera County and the were previously being administered from Marsabit and Moyale, a british Border Post. There was Mandera District as well as a Separate Gharri District, all administered from Marsabit and Moyale. 

Ugas Adan Hersi request was listened to the British Colonists and was told that, If Murule want land, They should, on condition forward 100 Camels to the British, 40 of them Male camels to be used for Camel Corps - Military expeditions. Ugaas Adan Hirsi consulted his Murule people and at once, The 100 Camels were presented by Elders through Dalahow Noor.  The British then allocated Murule the land between Mandera and Elwak Police station and after Kenya's Independence, Murule - Garre borders were along the Mandera - Rhamu- Elwak B9 Road.  

But the Gharri Community was not happy with these british overtures to Murule community. The Gharri community started pushing the Murule community and squeeze them not to pass those borders.

Murule fought with the Gharri Community several times in 1915-1916 and in 1929 and until just recently as 2008. 


For example, In the Colka Alim Noor, of 1916, There were heavy losses in Both Murule and Gare Community. Again, There was a serious Fight in 1982, Colka Maqan, Where Garre suffered heavily and started the Rumour that Murule were assisted by Marehan Clan of Somalia. It is called Colka Maqan, in Somali, Missing People...Where Gare invaded Murule Livestock and the 'Invaders' were found Killed in the bushes, some eaten by Wild Animals.

After several years and after Gharri realized Murules own land and are a majority clan in Mandera, The Two Communities are now in a Political Coalition Known as EFP,  a party by the name of Economic Freedom Party, in which both communities have vied for in Just concluded Parliamentary Elections of 2017.

Both Murule Clan MPs (Lafey and Mandera Town) are from the EFP Party. The Party's Secrectary General is Abdillahi Abdinoor Gessey, Son of Pioneer Chief, Abdinoor Gessey. Our Other leaders include Former Mandera Township and Lafey MP, Hon. Shaaban Ali Issaq - Shacbaan qasai and Former Mandera MP, Hon. Abdille.

AT LAST, SULTAN MOHAMUD KHALIF ALI OF MURULE SOMALI COMMUNITY OF MANDERA COUNTY, KENYA

Today, The 15th October 2016, The Murule Somali clan ordained a new sultan in their Motherland of Mandera County, at the Mandera County Stadium in the middle of Mandera Town, Northern Kenya.

OUR GIRLS ARE IMPORTANT IN THE NEXT GENERATION

Since Independence or during the time Murule were represented in the Kenya's National Assembly, Girl Child Education was not not taken seriously. Take this as an example, At One time, Lafey Constituency National Assembly Aspirant, Ibrahim Abdi Dalahow, brought Sanitary Pads to Girls in All Primary Schools in Lafey Constituency (Lafey, Alungu, Gari, Waranqara, Sala and Fino Wards) and the communities felt something is being done...But How are we improcving our Girl Child Education and Awareness?....

THE "LOCATION" OF MANDERA INTERNATIONAL AIRPORT


I think much has been said about the Proposed Mandera International Airport at Omar Jilaow, said to run into 1(One) Billion Kenya Shillings but Today, Our tirades goes to the Contract Holders of the Construction of the Proposed Mandera International Airport at Omar Jilaow, Mandera County.






What we are really worried off is: why the Contract Holders are pretty hiding themselves and just want their project in shadows. If the Project is for the good of the community, let them face us as locals and have a consensus on it for the good of the people.



Doing it in Shadows will create tensions and issues...why follow that route. Again, some facts need to be understood in regards to this:

Hon. Ibrahim Abdi Dalahow, One of our Upcoming Politician, was recently forced to stop the Construction at the High Court of Kenya, Milimani because we found our that, due processes have not been followed. To This Fact, There is a Constitutional Act (CAP 295 of the Laws of Kenya) that makes provision for the compulsory acquisition of private land by the state. Part II of that Act, sets out the procedures for compulsory acquisition of land,


Whenever the Minister is satisfied that the need is likely to arise for the acquisition of some particular land under section 6, the Commissioner may cause notice thereof to be published in the Gazette, and shall deliver a copy of the notice to every person who appears to him to be interested in the land (sect. 5).


Section 6 provides for notices of acquisition to be decided by the Minister who directs in writing the Commissioner to acquire the land compulsory under this Part. Where land is acquired compulsorily under this part, full compensation shall be paid promptly to all persons interested in the land. Where part only of the land comprised in documents of title has been acquired, the Commissioner shall, as soon as practicable, cause a final survey to be made of all the land acquired (sect. 17).




Part III deals with the temporary possession of land by a public body. Again the Minister is appointed to direct the Commissioner to take possession of the land required under section 24. The Commissioner may at any time of his own accord, by application in the prescribed form, refer to the Court for its determination any matters listed in section 28. Section 29 provides for appeal to Court by interested persons. (36 sections completed by one Schedule: principles on which compensation is to be determined)


In This case, We may say, a lot of Due process has not been reached and since this matter is now in the Courts, we May Not Delve on it so much. This said, Some of the Conditions for DUE PROCESS will be tabled once we reach a Meeting to discuss the Airport.
